Responding to reports of an explosion at the park, a Korean National Police unit which was on patrol in a nearby district was the first responder on the scene. The two young male uniformed officers got out of their car and made their way, pistols and flashlights in hand towards a jetty near the Han River where the explosion was reported to have come from.

As they moved closer towards the jetty, the two officers made a discovery.
